Under normal circumstances, I can crank out an online store/website for a small or medium-sized business in about two to three weeks. And I can usually get it done for somewhere between $1000 and $2000 US dollars. I take it as a given that your site will require both a Chinese and English version. When I quote you a price, it will normally include the costs of translating it into Chinese. Furthermore, I don't require that you pay the full amount up front. Under normal circumstances I only need a 40-50% deposit to get started.

Like all developers I use widely available programming "libraries" within the syntax of my own code itself. I don't use graphical interfaces to put your site together. I don't use other people's content management systems except that I might in a few situations (for example if you wanted a bulletin board forum or something like that): I put my pages and sites together from scratch via my own coding. Some web designers just use Wordpress templates or other pre-set/created templates that they in fact know nothing about under the hood. They couldn't truly debug their website (or yours) to save their mother's life (nor can they truly set up a products database for that matter either). Please excuse the harsh language, but I don't believe that one can use templates unless they have become familiar with a particular template over time. Depending on your industry you'll normally wish to do a lot more than that.

There are many web developers in Guangzhou, Shenzhen and Hong Kong, but very few who can directly interface with you the way a fellow US citizen can. I often travel to local cities such as Guangzhou, Danshui, Huizhou, Dongguan, Heyuan, Meizhou, and Hong Kong.
